The answer is not about fraternities. Men who are bikers, men who are engineers, men who are alcoholics, men who are vacationing, wasted women who are vacationing with them all do this

bottle rocket thing. 

Fraternities just get the publicity--
 similar to how

 the 2-4 out of a hundred women who report (not including the 500 who do not report) rape, falsely, are the ones the media  want to report about. Chat about, Model TV Drama crime shows about.

Rape is a National and Global Problem, Even if you Avoid these Stories. (Ten year old boy

Among the hundreds of sexual assault crimes that are reported (among the thousands that are not) each day, there are victims who are young children, teenage boys, toddler girls, elderly women, college women, college men, grad school girls, professionals, the indigent, the powerful, the helpless. This blog began two years ago with many of these stories. After a time, it grows wearisome and traumatizing to keep printing them. So the dogs and birds and sunsets and flint hills act as balm.
But the crime does not go away.

The media will report in 60 point font the rare false accusation, the case that falls through because the crime victim lied in the past 20 years, or any rape case that seems sensational. (more on false reporting HERE)

Most rapes are dealt with quietly; the victim unsure that justice will be done, the victim fearing reprisals, the perpetrator simply stating the weird words, "he said she said".

SEATTLE -- "A prominent substance abuse counselor is under arrest, accused of trying to rape a 10-year-old boy. Charges may come in the next few days. David Scratchley has written several books on parenting and substance abuse, produced numerous webcasts, and is Clinical Manager at the Matt Talbot Center, which treats adults.
But Scratchley himself says in his own webinars that his specialty is kids.
